ECO-MODULATION The aim of EPR is to increase the level of packaging recycling, so it includes a financial incentive for brands that tackle non-recyclability. Under eco-modulation, those using materials that are difficult or expensive to recycle will face an even steeper hike in costs from 2026. The official list of non-recyclables is yet to be released, but we can expect it to include materials such as expanded polystyrene and certain types of plastics. It is important to note that, once eco-modulation comes into force, brands will need to prove that their packaging is recyclable, or they will still be liable for the higher rate of fees. REDUCING COSTS Brands looking to cut compliance costs under EPR have two main options – to reduce the volume of packaging used, and to eliminate non-recyclable products. Fees are based on weight, so lightweighting products or cutting out non-essential packaging both represent quick wins. Valpak’s packaging weight database, which holds more than 55million SKUs, is the largest in the UK. We regularly apply this information to compare packaging performance against the industry average and ‘best in class’. Using a traffic light system, we model cost savings across a range of products to show potential EPR cost savings. Our research shows, for example, that EPR costs for the market average for glass fragrance packaging could be reduced by almost 42 per cent if brands were to switch to the industry’s ‘best in class’. This could be achieved by reducing the volume of glass used and shifting away from hard-torecycle plastics. Packaging for candles tells a similar story. When looking for alternative packaging choices, a comparative lifecycle assessment can demonstrate the pros and cons of different options. Sometimes the answer is a simple reconfiguration – when we focused on dinner set packaging, we achieved a 17 percent increase in container fill and a reduction in the amount of corrugated paper used. Packaging EPR is a global phenomenon. While the detail may vary from country to country, the same principles apply. In each case, brands will need to address a greater demand for data and increase recyclability.
